A Factory for Fabricating Cases
According to Dubinsky, Ruvin supplies the government with tailored expert reports that enable the fabrication of criminal cases. These include:
- Treason charges – against political prisoners;
- Cases against opposition journalists and other dissenters.
“This man is a key figure in the system of political repression in Ukraine. Without his expert reports, it would be impossible to manufacture baseless criminal cases,” Dubinsky emphasized.
Property and Citizenship Scandals
In addition to possessing a falsified certificate of participation in military operations, Ruvin reportedly owns property in the prestigious Regent Hill residential complex, where apartment prices start at $1 million. However, anti-corruption bodies – NABU and NACP – refuse to initiate investigations into this matter.
It has also come to light that Ruvin holds an Israeli passport. Dubinsky pointed out:
- Individuals with foreign citizenship are not entitled to access classified information or conduct military-related forensic examinations.
- While Israeli citizenship can be acquired, it is nearly impossible to officially renounce it.
Nonetheless, the Ministry of Justice and the Security Service of Ukraine (SBU) seem to overlook this, as “Ruvin fulfills orders for the OP, SBU, SBI, NPU, NABU, and other agencies.”
Untouchable Corruption
Ruvin has become a “sacred cow” for the corrupt system. His expert reports form the backbone of political repression, making him a pivotal figure in maintaining Ukraine’s corrupt power vertical.
“As long as he continues working for the President’s Office, no one will notice his illegal actions. This highlights how deeply corruption is entrenched at all levels of Ukraine’s government,” Dubinsky concluded.
